About the BookIf India has to transform as a developed country, it can only be possible if institutions organizations and services are of international standards. A world-class training institute to meet the skill gaps of the Indian Civil Accounts Organization t can strengthen the governance through excellence in Public Financial Management. The institute should be such which can also support the Government of India to take international leadership through governance reform in Public Financial Management.In the beginning, an optimum structure of NAPFM would be to have it as an attached office within the Office of Controller General of Accounts. One of the major problems of running an organisation is to find the right people for its various positions. It would be difficult to immediately man the positions in an organisation which is structured as a corporate entity. There are stringent rules of deputation/foreign service as prescribed by Department of Personnel Training. There are limitations on the terms of such deputation/foreign service. NAPFM has to be developed as a world class training institute. Thus, collaborations with reputed national as well as international institutes would be required. It must strive to develop close linkages with reputed national institute viz., Indian Institute of Management, National Institute of Public Finance Policy (NIPFP), Institute of Economic Growth, National Council of Applied Economic Research (NCAER), Indian Institute of Public Administration at the national level and Universities viz., Harvard, Duke, Oxford, Cambridge, NUS, INSEAD, LSE etc. and institute such as, RIPA, UK.While quality of the faculty is the most critical factor for the success of any academic institution, the cost and quality of the physical infrastructure is also important. In the physical infrastructure, the cost of land and the cost of construction are the major costs. NAPFM should be located at a place which is able to attract the best faculty and which also offers the cpmpetetive cost. This Book would be useful for professionals enageged in Public Financial Management and other stakeholders.About the AuthorDr. Sanjeev Mishra is a senior ICAS (Indian Civil Accounts Service) officer. He also worked as an officer of IES (Indian Economic Service). Currently, Dr. Mishra is working as Financial Advisor, CRPF NSG, Ministry of Home Affairs, Government of India. He heads the Finance Division of these two Central Armed Police Forces. He is also the Vice-Chairman of their respective Audit Committees.Dr. Sanjeev Mishra studied Bachelor of Economics at Delhi University and Master’s in International Relations with concentration in International Economics at International University of Japan under ADB (Asian Development Bank) fellowship. He completed the prestigious National Management Programme from Management Development Institute, Gurgaon and holds a PGDM (Post Graduate Diploma in Management). He is a PhD in Economics from Jamia Millia Islamia, Delhi.
